Rachel Helt Executive Director

Rachel Helt, CFSP, NHA Trainer & Practitioner, QPR Instructor, E-CPR Practitioner, Professional Life Coach

 Rachel Helt is a Staten Island native who has proudly called Sussex County home since 2006. She currently serves as the Executive Director of the Family Support Organization of Morris & Sussex Counties, where she leads with deep compassion, authenticity, and a powerful blend of professional expertise and lived experience as a family recipient of support services.

Rachel is a Professional Life Coach, Certified Family Support Partner, Nurtured Heart Approach® Trainer and Practitioner, QPR Suicide Prevention Gatekeeper Instructor, Youth Mental Health First Aider, and E‑CPR Practitioner. She brings more than 30 years of combined experience spanning health and human services, sales, marketing, and nonprofit business operations—experience that enriches her leadership and strengthens the organization she serves.

Beyond her professional work, Rachel’s passion for service is reflected in her community involvement. In 2019, she founded a nonprofit animal sanctuary that partnered with young adults in recovery, blending healing, purpose, and connection in a truly meaningful way. Her commitment to supporting families and youth is evident in the many advisory boards and committees she contributes to across New Jersey.

In addition, Rachel served on the Children's System of Care Stakeholders Task Force where CSOC and sixteen stakeholders came from across the state and formed a short-term Task Force that helped to define and shape the Division’s behavioral and physical health integration model.

Her leadership is rooted in empathy, advocacy, and the belief that every family deserves to feel seen, supported, and valued.

Madeline Lozowski Administrative Director

  

Madeline Lozowski serves as Administrative Director for Family Partners of Morris & Sussex Counties. She previously held executive leadership roles at the Family Support Organizations of Union County and Hunterdon, Somerset, and Warren Counties. Madeline is a former President and Treasurer of the New Jersey Alliance of Family Support Organizations and served on the Executive Management Team for the NJ Division of Child Behavioral Health Services. She has presented at national and regional conferences, including the SAMHSA National Policy Academy and the University of South Florida Annual Conference, and represented the Children’s System of Care at the Department of Children and Families’ 10th Anniversary celebration.


With over 25 years of experience leading nonprofit agencies, Madeline brings both professional expertise and personal insight as a parent of a child with serious emotional and mental health challenges. She has been actively involved with the Children’s System of Care since 2002. Madeline lives in Hunterdon County near her family farm and is the mother of four and grandmother of three.

Diane Varga Family Support Coordinator, Certified Nurtured Heart Trainer

 Diane Varga is an experienced customer service professional with over 14 years in roles including representative, manager, and trainer. In 1995, she launched a home-based daycare, demonstrating her commitment to supporting families. Her involvement with the Children’s System of Care began in 2012, following a positive experience with Family Support Organization representatives—a moment that inspired her career path.


Diane is married and the proud parent of four adopted children, three of whom had IEPs. She has been actively engaged in special education and parent advisory groups across multiple schools. Through her work with Family Partners, Diane aims to give back and make a meaningful difference in the lives of families.

Shauna Gregory Certified Family Support Partner, CQI Specialist

Shauna Gregory is a dedicated author and advocate whose passion for supporting families stems from her own experience raising a child with mental health challenges. After her child was diagnosed with bipolar disorder at age 12, Shauna committed herself to navigating the complexities of care while balancing family life.


Through perseverance during difficult times, she grew stronger and found her calling in helping others facing similar struggles. Today, Shauna serves at the Family Support Organization as a certified Family Support Partner, a role she has held for more than 20 years.

Jacqueline Garcia Certified Family Support Partner, Community Outreach Family Engagement Specialist

Jacqueline Garcia currently serves as the Community Outreach Family Engagement Specialist with the Family Support Organization of Morris and Sussex Counties. She holds a Bachelor’s degree in Teacher of the Handicap and brings more than a decade of experience in Special Education, working with students ranging in age from 3 to 21. Her strong commitment to early childhood development inspired her to establish and operate a home daycare and preschool for three years.

Jacqueline is certified in CPR and First Aid and is fluent in two languages, enabling her to effectively engage with diverse families and communities. She is dedicated to fostering collaboration and empowerment, consistently striving to build meaningful relationships that support youth and their families. Beyond her professional responsibilities, Jacqueline values family life and enjoys spending time with her spouse and three daughters.
